Walter Baxter was a Starfleet lieutenant aboard USS Voyager when it became trapped in the Delta Quadrant. In 2371, Baxter reported to sickbay after injuring himself while exercising. (VOY: "Eye of the Needle") Captain Kathryn Janeway thought Baxter would remain on the planet where the 37's lived because she saw him as a risk-taker. (VOY: "The 37's")
