W. Clinton was the commanding officer of the SS Oregon when it left Dytallix in 2370, bound for Deep Space 9. (DS9: "Whispers")
This character was never mentioned or shown; it was simply listed in an okudagram graphic of an arrival roster on a viewscreen. The graphic was also populated by some other in-jokes. This character was named after William Jefferson Clinton, who was President of the United States at the time the episode aired.
