Captain Jefferies was an engineer on the NX program in the 2140s. Lieutenant Charles Tucker was on his team.

He was later a designer of the NX-class starship. Capt. Archer once argued with him, saying he didn't want to be in command of a warship. (ENT: Home)

Jefferies might be related to the so called Jefferies tubes, which are frequently mentioned in the other Star Trek series. Captain Jefferies was of course named after Matt Jefferies, the designer of the original Enterprise. The tubes are also named after him.
