AT: "xx" The Vulcan High Council, also known as the Vulcan Council, was the body of elders tasked with protecting the Vulcan people's history. It was also the body that made the decision for Vulcan to join the United Federation of Planets by signing the Federation Charter. (Star Trek; ENT: "These Are the Voyages...")

Alternate reality

In 2258, the High Council retreated into the katric ark, in an attempt to preserve the cultural substance of the Vulcan people in response to an attack on the planet by Nero, a Romulan who had traveled back in time from the year 2387. When it became clear that Nero's attack was going to result in the destruction of the Vulcan, Commander Spock beamed to the surface to rescue the Council, amongst whom were his parents, and escorted them out of the ark so the Enterprise[!] crew could obtain a transporter lock. Exiting the ark onto a cliff which was on the verge of collapsing, Spock and the Council were beamed aboard the Enterprise, but Spock's mother fell to her death when the cliff gave way. (Star Trek)

Head of the Vulcan High Command V'Las was said to be unable to rule without consent of "the council". It is unsure if this refers to a High Council part of the High Command, overseeing the High Command, or a different council altogether.
