In 2378, after kidnapping Captain Janeway and The Doctor, Zet and Nar were going to leave Captain Janeway in the Vinri system, as she wasn't particularly useful as a hostage. (VOY: "Renaissance Man")
"The inhabitants are... mostly harmless" is an in-joke reference to The Hitchhiker's Guide to the Galaxy, in which Earth's population is described as "mostly harmless."
