Vernal Galaxy was a region of space. Its third quadrant was the location of Talos IV. (TOS: "The Menagerie, Part I")
It is unclear what Vernal Galaxy was, and how it related to the Milky Way Galaxy. However, Talos IV was apparently visited before Kirk first encountered the Galactic barrier.
