Velal was a Romulan subcommander who was assigned to Deep Space 9 to replace Senator Kimara Cretak as the Romulan Star Empire attaché to that space station in 2375. After being assigned to Deep Space 9, he was promoted to general. After the Dominion withdrew from Federation, Klingon and Romulan space, Velal agreed with Benjamin Sisko, William Ross and Martok that the Federation Alliance would attack Cardassia Prime.
