Vareth was an Enaran Regressive.
He was a part of the resettlement of the regressives. The government told him that he was being sent to a different part of the planet where he and the other regressives could govern themselves, and enjoy the freedoms they wanted. In reality Vareth and his fellow regressives were being sent to a concentration camp where they were killed. (VOY: "Remember")
