Aliens with big hair

Aliens with big hair, Journey to Babel

Two ambassadors of this race joined the USS Enterprise in 2268 to attend the Babel Conference. (TOS: "Journey to Babel")

Aliens with leather head-bands

Aliens with leather headbands

Alien ambassadors.

Ambassadors from this species served on the Federation Council in 2286. (Star Trek IV: The Voyage Home)

These suede costumes, tassels and resin jewelry were featured on the Zaranites seen in Star Trek: The Motion Picture.
According to a costume of one of these individuals that was auctioned off in the It's A Wrap! sale and auction, these individuals are Mazorites. [1]
According to an item description at the Propworx auction this hat belongs to the Kazarites. [2]

Alien with netting on face

Alien with netting on face STVI

An alien at the Khitomer Conference.

This alien was present with another of its kind, at the Khitomer Conference. Because of this, it is probable that it came from a Federation world. (Star Trek VI: The Undiscovered Country)

Alien with pigtails

Alien with pony tails, Journey to Babel

Ambassadors

Members of this species attended the Babel Conference in 2268. (TOS: "Journey to Babel")

They were played by unknown performers.
The man wearing pigtails and the 'old woman' may be from the same species, considering that most ambassadors came in pairs.

Copper-skinned Alien

Copper aliens, Journey to Babel

Copper-skinned ambassadors

Diminutive copper-skinned humanoids. Members of this species attended the Babel Conference in 2268. (TOS: "Journey to Babel")

The alien on the right was played by Billy Curtis.
An unfilmed scene in the ENT: "Terra Prime" script described these as the Ithenites.
In issue 11 of Stardate magazine, these aliens were described as the Dayen from planet Orodanga in the Eta Virginis system.

Elysian Council Member

Bearcat

Unknown Council Member

This alien served as an Elysian Council member on Elysia in 2269. (TAS: "The Time Trap")

The head indicates the councillor could be a Kzinti from Larry Niven's Known Space Universe.

Enterprise (alternate reality) aliens

Female alien delegates

These female delegates attended the Babel Conference in 2268, and were escorted on board the USS Enterprise. (TOS: "Journey to Babel")

They were played by unknown performers.
They're probably from the same species. The first alien is wearing Areel Shaw's dress from "Court Martial". The second one is wearing a costume originally worn by an Argelian woman in "Wolf in the Fold".

Female Elysian Councilor

Aquan-looking female in a water helmet, time trap

Female Elysian Councilor

This alien served as an Elysian Councilmember on Elysia in 2269. (TAS: "The Time Trap")

Port of San Francisco bar alien

Port of san francisco bar alien

An alien bar patron

This humanoid visited the Port of San Francisco bar in San Francisco in 2259 when Scotty and Keenser shared a drink. (Star Trek Into Darkness)

This alien was played by an unknown actor.

Purple Federation members

This race with light purple skin are prominent members of the Federation, having joined sometime prior to 2268. An Ambassador from this race attended the Babel Conference in 2268, when Coridan was admitted into the Federation. She was seen with one particular crewman escort several times at the reception. (TOS: "Journey to Babel")

At least one member of this species was seated in the Federation Council in 2286. He had the characteristic purple skin color of his species, mildly purple hair and yellow irises. (Star Trek IV: The Voyage Home)

Members of this race were present at the Khitomer Conference in 2293. (Star Trek VI: The Undiscovered Country)

Although difficult to see, background sources say these were intended to be the same purple aliens from "Journey to Babel". A close-up background shot of this character can be seen here.

Robed aliens

Robed aliens, Journey to Babel

Ambassadors on the Enterprise

Ambassadors of this race joined the USS Enterprise in 2268 to attend the Babel Conference. (TOS: "Journey to Babel")

They could simply be Human, but TOS had numerous of examples of human-looking aliens. It is possible that the two robed individuals were supposed to be different races.
A behind-the-scenes photo took during the filming of the episode shows that these actors wore platform shoes under their robes to make them appear taller.

Rura Penthe personnel

San Francisco bar aliens

Shipyard Bar aliens

Silver tube amazette alien

Three female members of the silver tube amazette aliens were present at the Camp Khitomer conference in 2293. Another member of this species served as assistant of the Federation President. These silver haired women were members of the Federation. The woman who assisted the President is the only one who wore a grey hat. (Star Trek VI: The Undiscovered Country)

The president's assistant was played by regular TNG extra Lena Banks. The other three dignitaries were played by Roma Lee Tracy and two unknown actresses. They all received no credit for their appearance.
The name of the race is directly from the actress. She was shooting the scenes at the Brandeis-Bardin Institute and was chosen to portray the Federation President's assistant. She should play his "eyes", because in an early version the president was blind and she should guide him. However, the scene with her and the President was cut from the aired film. In the finished film, she was only seen in the background, but the cut scene was part of the theatrical trailer.

Yellow-skinned Alien with horizontal nose slits

Yellow-skinned alien TUC

A member of the species.

Two members of this species were present during the Khitomer Conference in 2293. This species has a peculiar way of clapping hands with outstretched arms. (Star Trek VI: The Undiscovered Country)

Played by an unknown performer.
