The Vaskan Arbiter was part of a commission to investigate Quarren's activation of the EMH Program of USS Voyager. The Doctor gave startling evidence that the account of the great war between the Vaskans and Kyrians was incorrect. She had no dialect during the meeting but did seem annoyed during the Kyrian Arbiter's objections to the Doctor's account of events. (VOY: "Living Witness")

This Vaskan was a visitor to the Kyrian museum that depicted the Vaskan-Kyrian War. He questioned how accurate the depiction was, saying that all it was relics and musty fossils. He said that he had Kyrian friends, but resented that the Vaskans were being blamed for the war. He did not want his children to be taught that the Vaskans were villians. (VOY: "Living Witness")

These Vaskans visited the Kyrian Museum of Heritage in a time, when Tabris was it's curator, after the death of Quarren. They listened to a presentation which decipted how Quarren and The Doctor found out the historical truth about the Kyrian-Vaskan conflict. (VOY: "Living Witness")
