These three Mordanites were retired soldiers from Mordan IV. In 2364 when Karnas met Admiral Mark Jameson and Captain Jean-Luc Picard in his office they were present and witnessed the confession of Karnas being the one who took the Federation delegates as hostages. (TNG: "Too Short a Season")
