The United States Congress was a branch of the United States government. Sanctioned by the United States Constitution, this body was responsible for the authorization of spending bills, among other things.
In 1941, President Franklin Roosevelt pressured Congress for the authorization of funds for aid to the United Kingdom in its war with Adolf Hitler. (TNG: "The Big Goodbye")
