The United States Congress was a branch of the United States of America government. Sanctioned by the United States Constitution, this body was responsible for the authorization of spending bills, among other things.
In 1941, President Franklin Roosevelt pressured Congress for the authorization of funds for aid to the British in its war with Adolf Hitler. (TNG: "The Big Goodbye")
In December 2000, Congress and the White House joined forces to seek budget deficit cuts. (VOY: "11:59")
Article I of the United States Constitution, which establishes the US Congress, can be clearly, if briefly, seen in TOS: "The Omega Glory".
Though none were explicitly mentioned as such, US Presidents Andrew Jackson, Abraham Lincoln, Harry S. Truman, John F. Kennedy, Lyndon B. Johnson, Richard Nixon and George H.W. Bush, First Lady Hillary Rodham Clinton (following the presidency of her husband), NASA astronauts John Glenn and Harrison Schmitt, holodeck joke subject Tip O'Neill (who had just finished a decade as Speaker of the House – its highest-ranking member – when mentioned in "The Outrageous Okona"), and Alamo legend Davy Crockett all served in the US Congress at some point in their lives; O'Neill actually took the place of Kennedy in the House of Representatives after the latter was elected to the Senate.
