The United Earth Diplomatic Corps was the agency operating the United Earth Embassy on Vulcan in 2154 when it was partially destroyed by an explosive device. (ENT: "The Forge")
The Earth Starfleet personnel seen working in the reception area were wearing the assignment patch of this department. The insignia was simply a re-use of the United Earth logo with the text 'United Earth Diplomatic Corps' added to one side.
