The USS Minnow (NCC-19585) was a Federation starship that was in service with Starfleet in the mid-24th century. In 2364, the ship was commanded by Captain Jonas Grumby.

That same year, prior to stardate 41775, Captain Grumby sent a message to a Starfleet commander at the Terrestrial Defense Division about STFL cargo manifest 045-349374.

The orders concerned the deployment of sensor drones and Starbase 74. There was concern that Commander Orfil Quinteros would be unable to acknowledge readiness for deploying sensor drones. In that case, the captain suggested to the commander that a secondary readiness scenario should be prepared in the event that sensor drones would have to be deployed prior to full operation of the data transmission network. The commander was then asked to advice the captain of their decision.

At the end of 2364, Data read this order and several others to investigate claims of a conspiracy among the highest members of Starfleet Command. (TNG: "Conspiracy")
