The USS Berlin (NCC-14232) was a Federation Excelsior-class starship that was in service with Starfleet in the mid-24th century.
It was assigned to patrol the Romulan Neutral Zone in 2364, and reported an unusual buildup of Romulan battle cruisers in the area. (TNG: "Angel One")
In early 2367, the Berlin was again on patrol of the Romulan Neutral Zone, along with the USS Monitor. (TNG: "Brothers")

The ship is likely named after Berlin, capital city of the former Earth nation state Germany.
In a scene cut from "Chain of Command, Part II", where the Cardassians threatened to invade Minos Korva, the USS Aries, USS Sutherland, and Berlin were all dispatched to the sector to assist the USS Enterprise-D. However, because the ships were three days away, the Enterprise was forced to find an alternative means of preventing the invasion.
The class and registry were derived from an okudagram displayed in the observation lounge starting around TNG Season 4. This information appeared on the starship mission status screen.

In the novel Deny Thy Father, the Berlin was the starship which rescued Kyle Riker as the sole survivor of a Tholian attack on a starbase in 2353. The ship is also mentioned in the novel Reunion.
