The Alliance was the name given to one of the two most powerful cadres on the planet Turkana IV. Along with the Coalition, the Alliance was given emergency powers by the Turkana government in the 2330s, in an attempt to quash the civil war that was raging across the planet. However, the two factions used their powers to eliminate the remaining cadres, and then the government.

By 2366, the Alliance's command structure consisted of two primary headquarters, and thirteen ancilliary bases, and they controlled half of the colony. The Alliance kidnapped and held hostage two officers from the USS Arcos following that vessel's destruction in high orbit. {TNG: "Legacy")

Alliance proximity detectors glowed green in the presence of Coalition members.
