Tulok

Tulok was a hologram, based on Tuvok, that was a character in a holonovel written by the Doctor entitled Photons Be Free. He took the Emh into custody on orders from Captain Jenkins, and intedned to reprogram its matrix. He was stopped by Three of Eight a character based on Seven of Nine who rescued the Emh.(VOY: "Author, Author")

Fans have speculated that this specific type of facial hair on a Vulcan is a reference to mirror universe Spock's similar goatee, but Mirror Tuvok had no such goatee.
Like Tuvok, Tulok was portrayed by Tim Russ.
