A town was a settlement larger than a village and smaller than a city. A town had its own independent local government, which conducted its business from a town hall, and was divided into districts. The town square was the center of community life.

Captain Christopher Pike was born in Mojave. Fifty miles of parkland were around this town. (TOS: "The Cage")

While on Argelius II, Captain Kirk told Doctor McCoy that he knew of a place across town that they should check out. All Kirk had to do was mention that it was "where the women..." and then immediately Bones knew exactly the place he meant. (TOS: "Wolf in the Fold")

The city of San Francisco was referred to as a town by characters in Star Trek III: The Search for Spock and in the episodes "The Big Goodbye", "Time's Arrow", and "Endgame". In the episode "Non Sequitur", a historic district of the city was known as the 'Old Town' in the 24th century.
When describing Tong Vey, the characters in the episode "Rules of Engagement" used the words "city" and "town" interchangeably.
