Torman V was the fifth planet in the Torman system and was an inhabited planet located near Cardassian space.
When Captain Picard, Doctor Crusher and Lieutenant Worf were on an undercover mission to Celtris III, they at first traveled to Torman V with a shuttle; here they hired the Ferengi smuggler DaiMon Solok to transport them further to Celtris III. (TNG: "Chain of Command, Part I")
The exterior view of Torman V is a matte painting re-used from the fifth season episode "The Masterpiece Society" where it was used to depict the planet Moab IV.
According to the Star Trek: Star Charts, on page 46, the Torman system was a binary star system that consisted of two A-type stars. This system was located in the Alpha Quadrant.
