Top Gun was a position or title given to certain Earth Starfleet officers during the 22nd century.

The title suggests that the person who holds it is some type of flight officer or perhaps involved in flight training. The title is an in-joke reference to Anthony Montgomery, who played helmsman Travis Mayweather on Star Trek: Enterprise.
