Tom Handy was a Human resident of Omicron Theta colony in the 2330s. He was presumably killed when the Crystalline Entity attacked in 2336.
Handy was of the opinion that fellow colonist Noonian Soong's creation, Data, would never be able to master rubbing his stomach and patting his head at the same time. (TNG: "Brothers")
Soong referred to Handy as "old", which may suggest he was a senior member of the colony.
