Thoris was an Andorian ambassador on Earth in 2155. He participated in the discussions to form the Coalition of Planets.

He grew concerned when the xenophobic organization Terra Prime, led by John Frederick Paxton, threatened the proceedings, threatening to destroy Starfleet Headquarters unless all non-Humans left the Sol system. Fortunately, Paxton's plans were thwarted by Captain Jonathan Archer and the crew of the NX-01 Enterprise. (ENT: "Terra Prime")
