Vice Admiral Thomas Henry was the Chief of Starfleet Security in 2367 when he was called on board the USS Enterprise-D when Admiral Norah Satie was conducting an investigation regarding the Enterprise-D's exploded dilithium chamber. Henry stopped Satie's investigation once it became clear that she was zealously pursuing the investigation, in the absence of evidence, for personal reasons. (TNG: "The Drumhead")
