A template to make a colored panel, for use on the main page. For no colored background or border, use {{Panel}}.
Usage

{{Colored Panel| <Panel> | <Color> | <Bordercolor>}}
- Parameter 1: Panel, the name of the panel. It must exist at Portal:Main/Panels/.
- Parameter 2: Color, the color of the box.
- Parameter 3: Border color (optional, otherwise no border)
