Tasaki was a scientist significantly involved in the Warp Five program, along with Doctors Zefram Cochrane and Henry Archer.

In 2119, when Jonathan Archer was about eight years old, his father, Henry, gave him a tour of the Warp Five facility near Bozeman, Montana. Archer was introduced to many of the individuals his father worked with, including Tasaki, though he didn't realize the historical significance of the scientist's name at the time. (ENT: "Singularity")

"Tasaki" is a name of Japanese origin. In ENT: "Broken Bow", the short video clip showing the dedication ceremony of the Warp Five Complex also shows a man of Asian descent (played by Michael Chong) on the far left, who might possibly be Tasaki.
According to the book Star Trek: Federation - The First 150 Years, his first name was Kotaro.
