Major Talok was a Vulcan military officer. In 2154, Administrator V'Las ordered Talok and his squad to find the remaining Syrrannites. However, he failed and Jonathan Archer was able to get the Kir'Shara to the High Command.
Talok was actually a Romulan who was helping V'Las reunite the Vulcans and Romulans. (ENT: Kir'Shara)
