As stated in the article, the orders by Starfleet can only be seen for a few frames. There are several more different orders with other starships, but I was not able to decipher the ship's names yet. The order sent to the Captain of the USS John F. Kennedy is also repeated several times, only the images of the star charts underneath the text of the order are changed.

Here's a screenshot of the second time the order is seen and what I was able to make out. All other orders look pretty similar, with a "To", "From", "Subject" and "Stardate" line, followed by the main text and sometimes an image. I encourage everyone else who has access to the episode (trekcore.com no help here) to examine the other orders, there's much more cool stuff in there. --Jörg 13:43, 20 October 2006 (UTC)

It's actually "Starfleet Operational Support Services", the same as is written on several doors and walls of Starbase 74 in "11001001" a little earlier that season. --Jörg 11:10, 21 October 2006 (UTC)
