the chat between tuvok and chakotay did not say that this was her first year on this ship, only that it was her first year on the ship as a commander. she could have been promoted. also, tuvok claimed to have seen this, which indicates that he was on board the ship as well.

This is too much speculation. Unless this is referenced from the Star Trek Encyclopedia, which occasionally lists possible origins of starship names, I don't see this is an accurate reference as this reference could be many things: the 3rd President of the Federation, one of numerous Earth cities named Billings, or even the noted Earth explorer Joseph Billings. --Alan del Beccio 05:02, 28 February 2007 (UTC)
- I'm pretty sure it was in the Encyclopedia, but I don't have it with me. Either way, it definitely is a reference to Montana courtesy of Montana-born Brannon Braga, who co-wrote "Night" and of course also referenced Bozeman earlier with the USS Bozeman and a later reference as the featured location for First Contact (the event, not the movie).
