As this is from The Motion Picture, I would assume this reference is actually to the "Space Energy/Matter Matrix Restoration Cowl", a term lifted straight from Franz Joseph's Star Fleet Technical Manual. In his warp nacelle schematics, it refers to the aft structure of the engine, where the 'ball' attaches to. Of course, the refit configuration does not have that, so who knows what it 'really' is.
