By its very name, the reserve activation clause implies that Starfleet, like the modern day US and British armed forces, has a reserve component which can be activated in the event of an emergency. Other than this one mention in Star Trek: The Motion Picture however, a Starfleet reservist has never been seen, nor has the Starfleet Reserve ever been discussed in detail.
