W/o any source, and since I don't remember this information being explicitly stated at any point, I've removed the following:

These devices control the amount of plasma that goes into the engine and control the start-up sequence of the matter-antimatter reaction chamber. These devices also regulate the plasma within the plasma relays so that a heavy flow of plasma is not fed into another key system, frying its electrical components or overheating the engine while in warp.
