This isn't entirely correct. Patrick Gibson (and Frank Gibson) weren't characters in the program. They were the names used by two Voyager crewmen when participating in the program. Michael Sullivan recognized them in the corridor of Voyager. It's possible, since everyone else on the crew used their real names while visiting Fair Haven, these were their real names, too.
