I would argue that while it is possible that the Krenim are in conflict with the Rilnar, it is not likely. Remember that the Rilnar were the greatest enemy of the Krenim 200 years before Voyager Encountered the Imperium. That is plenty of time for the conflict to have been resolved, though , as I said, it is possible.
