Hoex is likely a reference to Ren Höek of the TV series Ren & Stimpy.

It's from the Encyclopedia, it was an ongoing thing in DS9 Season 1 era with all those Ren and Stimpy references. --Alan 22:32, 7 March 2008 (UTC)
