Three pips?

If I look very closely at the pic of Hilliard, I see 3 full pips. Instead 2 full ones and one hollow. But I could be mistaken. -- unsigned

I took the liberty to have a look at Spike's Star Trek page and the section on starfleet commanders. It has a pic of Hilliard and there are three full pips. Maybe someone should have a look to verify what I have seen there.
