Help with a meaning

Can anyone please explain what is meant by "outside of Atlanta" in this context? Obviously, anywhere that is not in Atlanta could be said to be outside of there. However, Kemper surely didn't mean to be so vague when he used the phrase. Does it mean in Atlanta with jurisdiction outside the location... or just outside the city & near its boundaries? --Defiant (talk) 15:48, November 16, 2012 (UTC)
