Taibak, in 2367.

Taiback was a Romulan officer who, in 2367, brainwashed Geordi La Forge to kill Vagh, a Klingon governor and destroy the Federation-Klingon Treaty. (TNG: "The Mind's Eye")

Taibak was played by John Fleck. It was his first role in Star Trek.
