Stephen was part of a group of colonists originally bound for Gemulon V aboard the SS Santa Maria.

He was apparently a troublemaker and ten years after they crashed on a planet in the Orellius system he was put in the punishment box for stealing a candle. As Alixus pointed out, had it not been for the "accidental" crash which she caused, Stephen probably would have ended up in prison. (DS9: "Paradise")
