Sefan DeSave was a Human Starfleet officer who defected to the Romulan Empire in about 2348. He was an Ensign at the time.
After living on Romulus for twenty years he became disillusioned with the Romulan system. In 2368, he was a member of the Romulan underground, and decided to return to the Federation to deliver a message from Ambassador Spock and aide in the defection of Vice-Consul Mrek. He was arrested for treason but the defection of Mrek was successful.(TNG: "Face of the Enemy")
