The Statutes of Alpha III are a set of ancient legal documents that speak of certain rights, including:

They were penned by the Tribunal of the planet Alpha III.

According to Star Trek Maps (pg. 22), the Statutes of Alpha III was loosely based on Plato's Republic, as a legal document to establish an independent star system.
