The OSHC was a Starfleet division that investigated the disappearances of the crewpeople from Utopia Planitia Fleet Yards in 2362. The investigation ended inconclusively on stardate 40999. (TNG: "Eye of the Beholder")
This division was only mentioned as a note in Marla E. Finn's personnel file, but probably stands for Operational Safety and Health Command, mirroring the modern US OSHA agency.
