The Legion of Honor was a commendation given by Starfleet to honorable Starfleet members.

Philippa Georgiou received the Legion of Honor prior to 2256. (DIS: "The Butcher's Knife Cares Not for the Lamb's Cry")

Sometime during his service in Starfleet, Christopher Pike was awarded this medal. This medal, along with other awards, was listed in the commendations section of Pike's personnel file. (DIS: "Brother")

During her time on the USS Enterprise, Una Chin-Riley was awarded this commendation. It, along with other awards, was listed in her personnel file, in the section "USS Enterprise - NCC-1701 Medals and Decorations". (SNW: "Ad Astra per Aspera")

In late 2256, Admiral Terral informed Captain Gabriel Lorca that he would receive the Legion of Honor following his victory over the Klingons at the Battle of Pahvo. Lorca later told Paul Stamets that he had recommended to give it to him instead. (DIS: "Into the Forest I Go")

Leonard McCoy received the Legion of Honor prior to 2267. (TOS: "Court Martial")

Data received the Legion of Honor prior to 2365. (TNG: "The Measure Of A Man")

During his time as captain of the USS Enterprise-D, Jean-Luc Picard received a certificate for the Legion of Honor "for exceptionally meritorious conduct in the performance of outstanding services given under my hand in the Alpha Quadrant." The certificate of honor was signed by an admiral and a secretary. This certificate was stored in Picard's section of the quantum archive at the Starfleet Archive Museum. (PIC: "Remembrance")

This commendation wasn't referenced in the final draft nor the revised final draft of the script for "Court Martial".
The certificate was one of the props displayed at Comic Con's exhibit Jean-Luc Picard: The First Duty in the summer of 2019. [1]
