The Starfleet Charter was the document which established Starfleet in the early 22nd century. The phrase "to boldly go where no man has gone before" originated in the Starfleet Charter. (Star Trek V: The Final Frontier)

This seems to be adapted from a similar phrase made by Zefram Cochrane in 2119.

Article 14, Section 31 of the Charter makes allowances for bending Starfleet regulations in times of extraordinary threat. This section was cited as the foundation for Section 31 even into the late 24th century. (ENT: "Divergence"; DS9: "Inquisition")
