Starbase 234 was a Federation starbase located near Romulan and Klingon space. This base was located on a planet.

Following the outbreak of civil war in the Klingon Empire in late 2367, Captain Jean-Luc Picard retreated to this facility from Qo'noS. At this time, the station was commanded by Fleet Admiral Shanthi. Picard successfully persuaded the admiral to launch a blockade force from the starbase to the Klingon-Romulan border, to prevent Romulan forces covertly supplying the House of Duras. Picard's task force was formed by commandeering all ships in the base's shipyards, along with all ships within one day's travel of the starbase. (TNG: "Redemption II")

In early 2368, the USS Enterprise-D was recalled to the starbase from a terraforming mission to Doraf I by Fleet Admiral Brackett on a sensitive matter – the disappearance of Ambassador Spock, and his subsequent discovery on Romulus. (TNG: "Unification I")
