Starbase 123 was a Starfleet starbase.
In 2366 Starbase 123 detected two Romulan D'deridex-class cruisers on an intercept course with Tin Man, just prior to Starfleet's contact with that lifeform. (TNG: "Tin Man")
According to the Star Trek: Star Charts (page 63), Starbase 123 was located in the Beta Quadrant.
