Solis is a Bajoran vedek who was collecting donations for Bajoran flood victims on Deep Space 9 in 2374. Security chief Odo arrested him, since paragraph 7 of station regulation 1526 prohibits fundraising on the Promenade without a permit. Solis was released in less than an hour, but Major Kira Nerys remained angry at Odo for somewhat longer. (DS9: "Tears of the Prophets")
