Shay Garner, also known as Shea Garner, is an actress who played a Penthara IV scientist in the Star Trek: The Next Generation fifth season episode "A Matter of Time" in 1991. She filmed her scenes on Monday 7 October 1991 on Paramount Stage 16.

Among her acting resume are the films Thumbelina (1970), Santa and the Ice Cream Bunny (1972), Humongous (1982), Hard Feelings (1982), Bullies (1986, with Olivia d'Abo), Double Your Pleasure (1989, with Leslie Neale and J.D. Hall), and the television movie Spenser: Pale Kings and Princes (1994, with Avery Brooks and Barbara Williams). She has also appeared in the television series The Twilight Zone (1986, with Ellen Albertini Dow and Robin Gammell) and Baywatch Nights (1995).

Garner has also worked as an assistant to director Paul Lynch such as on the film Bullies (1986). Like Star Trek, most of her acting appearances were directed by him.
