According to a deleted scene from ENT: "Fallen Hero", sea rays were a species found on Risa. Travis Mayweather wanted to learn to dive so he could see them after reading that they were the size of shuttlepods.
Mayweather mentioning them in the context of diving might imply they were not dangerous.
