Montgomery Scott referred to himself as a Scotsman, noting in 2267 that "it's a shame for a good Scotsman to admit it, but I'm not up on Milton." (TOS: "Space Seed")

The Caldos colony was a Federation colony terraformed during the 23rd century and settled by Scottish people. In 2370, Jean-Luc Picard took notice that Maturin, governor of Caldos, that "you're obviously not Scots yourself," before inquiring what drew him to the colony. (TNG: "Sub Rosa")

"Scotty" is actually a general purpose nickname for a Scotsman, along with being a pet form of the surname "Scott".
